NLHC owns and administers more than 5,500 social housing units throughout various regions of the province, with the greatest concentration of units located in St. John’s (3,192) and Corner Brook (802). Low-income earners are the beneficiaries of the program with rental rates based on 25 per cent of net monthly income. Our Homeowner Support Programs are aimed at people who own their own homes (not NLHC tenants). These programs changed and improved in Fall 2026, so please read carefully.
This program is designed to help low-income homeowners make repairs to their homes so they can stay in them longer. Eligible households can receive a forgivable loan of up to $10,000 ($13,000 in Labrador). Click here for more information and to apply.

The program helps first-time homebuyers afford a home through a grant and a repayable loan of up to five per cent of the purchase price for a new or existing home up to a maximum purchase price. Click here for further information.
The Affordable Rental Housing Program (ARHP) is funded by NLHC and partners with private and community housing developers to create new affordable rental units for lower income households. Support is provided through capital funding in the form of a forgivable loan for new construction projects, conversion from non-residential or additions to an existing residential structure. This program is directed in support of social housing initiatives largely in partnership with partner-managed non-profit housing groups. Most of the approximately 1,016 social housing units under this program are operated directly by individual groups with NLHC holding the mortgage on these properties and providing operating assistance. Overall, approximately 77 per cent of the partner-managed units are occupied by seniors with an average age of 76 years and an average annual income of $19,232. Click here to view Operating Guide.
